Acording to our Constitution, Congress is the only branch of our government which can make, strike down or revise our National Laws.
These members of Congress are suppose to represent the will of their constiuents. With the current rules regarding how campaigns are financed, those with the most money and influence are the donors most received by each candidate.
That relationship develops in to one whereby the representative eventually does the bidding of their major benefactors and not the people who reside in their districts.
The voice and concerns of the people who make up the citizenry are lost in the pursuit of financial backing of elections.
I have this theory which would restructure our financing of elections yet, it hinges on the votes of those most effected by the restructuring and, it is not in their personal interest to pass such changes.

Reformation of the Campaign Financing of public elections in the United States of America.
1.) Creation of a central financial institution whose sole purpose is to manage the accounts of political campaigns.
This entity shall be comprised of three accounts, Republican, Democrat, Independant.
Unlimited funds from any source may be deposited in to any account, without limits.
Each account shall disburse a specified amount of financing for a candidate running for elected office.
2.) Candidates qualification for funds shall be equal to their legal ability to register as a bonified candidate.
Each qualified candidate may then apply for financial assistance from the central election bank.
Each candidate will be limited to a specified amount, allowing candidates from Republican, Democrat, and Independant to have equal amounts to spend.
Primary challenges shall be managed separately from the actual nominated candidate from each Party.
The official candidates would be allowed to request additional funds for the campaign for elected office as proposed on the official ballot.
Again, each candidate would be allowed a specified amount of financial assistance, giving each candidate an equal standing.
As I stated above, unlimited funds may be deposited in to any account yet, the restriction of financial capital each candidate would amount to a specific amount.
Once that thresh hold were reached, it would be of no benefit for anyone to contribute one penny more than can be disbursed.
A clause in such an arrangement should be put in place, mandating that any funds left in reserve at the end of the election cycle must be promptly turned over to the Federal Governments General Fund.
Naturally, if the amount is a known factor, excess war-chests cannot be accumulated.
I believe the length of time these campaigns are increasing in length, requiring even more financial support should be curtailed by imposing a time limit.
Primaries which decide which candidate will represent any specific party should be limited to 1-2 months.
The General election cycle between the candidates who make it on the official ballot should be restricted to 3-4 months.
Today, the Republican Party is proposing their campaign season begin the first days of 2012, lasting through until November 6th, 2012
While that amount of time does allow for their particular message to be infused in the nations conciousness to a greater degree, it cost money, lots of money.
Who else can sustain such a financial burden other than the Giant Corporations, Independent Billionairs, even Foreign Governments.
I also believe, since the financial resources available shall be diminished, equal time should be allotted each candidate upon the public airwaves, free of charge.
This would not be considered against interviews or appearances on News or commentary but, simply the paid for candidate X expenses.
In order for all this to work, outside campaign influence must be curtailed.
The Constitutionality of Corporations and groups being able to produce and display their message, on behalf of a candidate must not be permitted in elections.
I'm unsure how that curtailment of free speech can be handled.
The proposal above simply addresses how each candidate funds their respective campaigns.
Well, that's about all I can think of at this time. I wrote this proposal a decade ago and it's hard to try writing it as first conceived.
